INSTRUCTIONS TO RESPONDENTS
1.1 Notice of Solicitation
This Request for Proposal (RFP) is for the purpose of obtaining responses from FSMCs to provide meal services for _ARCHIMEDEAN ACADEMY INC. _ (SFA/SFA). Child Nutrition Programs operated will include the United States Department of Agriculture’s (USDA) National School Lunch Program (NSLP) and the following programs checked below:

1.4 Evaluation Criteria
Proposals received will be reviewed to ensure all materials have been submitted as specified in this RFP. The evaluation of proposals will be conducted following the criteria below. The contract award decision will be made based on the FSMC that attains the greatest overall proposal score.
Per Meal Charge POINTS 30
The SFA’s POS system shall be the source of information for the daily sales. SFA shall provide access to the FSMC to view the daily breakfast and lunch sales at any given time. The SFA’s POS database shall be the source of information for the meals sold for the FSMC to invoice the SFA, based on the agreed-upon charges per meal. FSMC invoices shall have a separate indication of the charges for breakfast and lunch sales, indicating the number of such meals for the said charging period.
Minimum Standard: The FSMC shall invoice the SFA every two weeks, and invoices shall be paid by the SFA on a net 15-day basis. FSMC shall provide a cost per meal as shown in the fee proposal table.
Evidence/Documents Required to Demonstrate: FSMC will be ranked according to cost. The lowest offered total will be divided by the offerors’ total, then multiplied by the total points available
Company Experience & References POINTS 10 (3 points for each reference 1 & 2 and 4 points for reference 3)
FSMC shall provide supporting documentation and references of prior experience
Minimum Standard: FSMC must provide at least 3 customer references; must have a satisfactory rating of at least 80%

2. Provide Documentation of all FL K-12 organizations FSMC has lost in the past five years, with reasons why
Menus, Product Specification & Purchases Supporting Documentation POINTS 20
Monthly menus shall be submitted to the SFA for approval a week in advance of menu implementation. All menus shall meet the requirements/standards, and regulations of the USDA. Menus shall be rolling every 21 days, not earlier. Purchasing invoices shall be provided to the SFA upon request because of any administrative review from the USDA. Labels of nutrition facts for every food item to be used shall be available to the SFA together with the monthly menu, before menu approval.
Minimum Standard: FSMC must submit a 21-day menu for all meal platforms requested, showing components and portion size.
Evidence/Documents Required to Demonstrate: FSMC shall
1. Submit proposed menus to be used after the first 21 days, using minimally processed foods and at least 70% scratch-made items and fruit/veggie bars with fresh-cut, RTE fruit.
2. Menus will be graded upon innovation, variety, and appeal for each grade group.
3. Give examples of popular menu items and how participation is tracked.
4. Submit a detailed plan for maintaining and increasing participation levels.
5. Include details for online menu access with nutritional and ingredient information.
School meal program employees and training POINTS 15
SFA shall be in charge of hiring and firing cafeteria and kitchen employees. FSMC shall use the employees selected and paid by the SFA. FSMC may have up to 2 employees on their payroll for every 10 employees used by the school’s meal program. These 2 employees may be or may not be selected from the existing employees of the SFA. Priority should be given to SFA employees. Of these two employees, only 1 may have managerial duties. FSMC agrees to maintain the salaries and benefits of those previously hired by the SFA at the same level as previously offered by the SFA. All employees must undergo a background check, fingerprinting, and drug testing clearance according to the requirements set by the SFA. The FSMC shall provide all necessary training to all cafeteria/kitchen employees for them to meet the USDA/NSLP requirements, such as food safety, production records, portion control, etc. The FSMC is responsible for the correct implementation and record-keeping of all production records. A set of copies of the daily production records shall be kept at the SFA’s facilities.
Minimum Standard: FSMC must submit a formal training plan for staff that meets the minimum standard for NSLP Professional Development
Evidence/Documents Required to Demonstrate: FSMC shall:
1. Provide a Staffing & Labor plan,
2. Training plan agendas,
3. Training timelines with the number of training hours, plus a plan for covering staff absences.
School meal program marketing and promotion POINTS 10
FSMC is responsible for the promotion of the school’s lunch program with any available marketing material and promotional techniques to increase, together with the SFAs’ facilitation and assistance, the number of meals sold. Evaluation of the progress shall be discussed between the parties every month, and consideration may be reflected in the implementation of changes to strategies.
Minimum Standard: FSMC must submit a plan for marketing the program with the intent to increase participation.

Provide a comprehensive plan. The most comprehensive plan receives a higher score. Include demonstrations, taste tests, surveys, and special events that will be conducted at ALL schools.
Food Preparation, cooking, and serving at the SFA’s location. POINTS 15
FSMC shall provide all raw materials, precooked, dry, or fresh or frozen, or other materials for the meals to be prepared and cooked and ready to be served by the SFA’s employees at the SFA’s location facilities and equipment. SFA shall provide all equipment and space for the FSMC to safely store all such products at the SFA’s location.
Minimum Requirements: FSMC must be able to meet all food safety laws and provide meals in the manner and frequency requested, following all NSLP regulations
Evidence/Documents Required to Demonstrate: FSMC shall provide:
A description of expertise in the K-12 space, including successful operation as an FSMC of similar-sized SFAs, and the ability to advise and maintain a compliant NSLP program. Include a sample invoice, food ordering procedures, and a list of suppliers, highlighting local vendors. Include a transition plan with responsibilities and a timeline to meet the first day of service.
